Sealed Bids will be received by the City of Elgin, Illinois (Owner), at the Purchasing Department, 150 Dexter Court, Elgin, Illinois, until 11:00 A.M., local time, on Tuesday, January 16, 2018, for

the Riverside Water Treatment Plant Low Service Pump No. 2 Medium Voltage Starte and 12.47 kV Source Transfer Controls Project.

At said place and time, and promptly thereafter, all Bids that have been duly received will be publicly opened and read aloud.

All bidders may schedule an inspection at the Leo Nelson Riverside Water Treatment Plant, 375 W. River Road, Elgin IL 60123. Bidders desiring to set up an inspection should contact the project coordinator listed below.

The proposed Base Bid work is generally described as follows: Replacement of the 12.47 kV Power Source Transfer Controls associated with the existing WTP Main Switchgear and Generator Paralleling Switchgear. The existing controls associated with the Generator Paralleling Switchgear will be replaced as shown on the Drawings and Specifications. A new source transfer control panel will be provided in the WTP Main Switchgear enclosure for control of the source transfer controls associated with the WTP Main Switchgear and Generator Paralleling Switchgear. Controls will be networked through a new PLC remote I/O and communicated back to the plant SCADA System.

New I/O and controls will be integrated into the existing plant SCADA system. The existing SCADA graphics on each HMI, as shown on the Drawings and in the specifications shall be updated to incorporate the changes associated with the Source Transfer Controls.

One bid alternative will be considered for replacing the existing starter, fused disconnect, and associated controls for Low Service Pump No. 2. New I/O and controls will be integrated into the existing plant SCADA system. The existing SCADA graphics on each HMI, as shown on the Drawings and in the Specifications, shall be updated to incorporate the changes associated with  the starter replacement.

All work described herein is located at the Leo Nelson Riverside Water Treatment Plant located at 375 West River Road, Elgin, Illinois 60123. In addition, the SCADA graphics at the Airlite Water Treatment Plant located at 74 North Street, Elgin, Illinois 60123, shall be updated to incorporate the changes described herein.

Qualifications:
All proposals must be accompanied by a bid bond, certified or Cashiers, or a Bank Draft in an amount equal to at least five percent (5%) of the bid, payable without condition to the City of Elgin, Illinois, which sum shall be forfeited in case the successful bidder fails to enter into a binding contract and provide a properly executed contract surety bond within 15 days after the after the contract is awarded by the City Council.
Special Requirements:
The successful bidder shall be required to furnish a Performance and Payment Bond equal to one hundred percent (100 %) of the total contract price as security for the faithful performance and the payment of all bills and obligations arising from the performance of the contract.

The successful bidder and all Subcontractors shall be required to conform to the labor standards set forth in the Contract Documents. The successful bidder shall pay prevailing wage and shall provide certified payrolls to the City for the duration of the Project. The successful bidder shall pay prevailing wage, shall provide certified payrolls to the City, and comply with Elgin’s Responsible Bidder’s Ordinance and Elgin Residency Ordinance for the duration of the project.

Miscellaneous:
The successful bidder shall submit a list of qualified references for projects similar size and scope of the project.

Proposals withdrawn may not be resubmitted at the same letting.

Each bidder shall satisfy the City as to their ability, financially or otherwise, to carry out the work. The right is reserved to reject any or all bids or to waive technicalities and any informality in any bid.
