Sealed Bids will be received by the City of Elgin, Illinois (Owner) at the Purchasing Department, 150 Dexter Court, Elgin, Illinois 60120, until 11:00 A.M., local time, on Monday, November 20, 2017, for the Airlite Water Treatment Plant Booster Piping Modifications Project.
At said place and time, and promptly thereafter, all Bids that have been duly received will be publicly opened and read aloud.
All bidders are invited to attend a mandatory pre-bid meeting at 10:00 AM on Thursday, November 9, 2017, at the Airlite Water Treatment Plant, 74 North Airlite Road, Elgin, Illinois 60123.
Bidders may schedule an inspection to support their investigation of determining their cost to complete the work. Bidders desiring to set up an inspection should contact the project coordinator below.
The proposed Work is generally described follows: Removing and replacing booster station piping, appurtenances and some electrical items at the Airlite Water Treatment Plant located at 74 North Airlite Road, Elgin, Illinois 60123.
All proposals must be accompanied by a bid bond, certified or Cashiers, or a Bank Draft in an amount equal to at least five percent (5%) of the bid, payable without condition to the City of Elgin, Illinois, which sum shall be forfeited in case the successful bidder fails to enter into a binding contract and provide a properly executed contract surety bond within 15 days after the contract is awarded by the City Council.
The successful bidder shall be required to furnish a Performance and Payment Bond equal to one hundred [100 %] of the total contract price as security for the faithful performance and the payment of all bills and obligations arising from the performance of the contract.
The successful bidder and all Subcontractors shall be required to conform to the labor standards set forth in in the Contract Documents. The successful bidder shall pay prevailing wage and shall provide certified payrolls to the City for the duration of the Project.
The successful bidder shall submit a list of qualified references for projects similar size and scope of rhe project. This project complies with the Elgin Responsible Bidders Ordinance and Residency Ordinances.
Proposals withdrawn may not be resubmitted at the same letting.
Each bidder shall satisfy the City as to their ability, financially or otherwise, to carry out the work. The right is reserved to reject any or all bids or to waive technicalities and any informality in any bid.
